Debra Bishop is a principal, environmental planner, and senior restoration ecologist, leading our Sacramento office. She has more than 25 years of experience managing complex multi-disciplinary projects, performing environmental analyses, advising clients, and designing and implementing diverse restoration projects throughout California. She specializes in flood management projects, particularly those in the Central Valley.

Her work also covers a variety of habitat design projects for targeted habitat types and listed wildlife species such as the giant garter snake (Thamnophis gigas). As a result of her background working for the state of California, and as a consultant on both biological and policy issues, Debra is well-versed in the unique challenges presented by California’s ecological and water resources, and regulatory climate. Examples of Debra’s projects at H. T. Harvey & Associates include:

  • working with the California Department of Water Resources (DWR) on the Central Valley Flood Protection Plan (CVFPP) Conservation Strategy, and helping lead several projects under a DWR Division of Flood Management on-call contract, including a programmatic permitting strategy for operation and maintenance activities;
  • managing the development of a Habitat Conservation Plan for the Feather River as part of implementation of the CVFPP;
  • helping to lead several projects under a DWR Division of Flood Management on-call contract, including a programmatic permitting strategy for operation and maintenance activities;
  • and advising the City of Sacramento on regulatory and habitat issues involving Sutter’s Landing Park.

Debra received an M.S. in environmental planning, with an emphasis on riparian ecology, from California State University, Sacramento, and a B.A. in environmental studies from California State University, Sacramento.
