Dr. Judd Howell, senior associate wildlife ecologist, plays a key role at H. T. Harvey & Associates in developing a scientific program of environmental assessment of renewable energy development in the United States. Judd is an internationally recognized wildlife ecologist with a strong background in avian and mammalian ecology applying his expertise in North America and Europe in national parks and biosphere reserves and developing research programs in China and India.

Judd led our Nation’s oldest and largest wildlife research center, the U.S. Geological Survey, Patuxent Wildlife Research Center in Laurel, Maryland. As Director, Judd managed 50 scientists in a broad, multi-disciplinary program of biological research including, endangered species, contaminants, inventory and monitoring, and information management from 2002 to 2008 and as Acting Center Director from May to December 2014.

Judd was the Launch Director of Research and Evaluation for the American Wind Wildlife Institute (AWWI), giving Judd a national perspective regarding wind energy and wildlife.  Industry and conservation leaders, in an effort to promote wind energy development while conserving wildlife populations and their habitats, founded AWWI.

A few notable projects as Wind Energy Team Leader include:

  • Examining the effects of a wind energy development on marbled murrelets on the North coast of California
  • Investigating the effects on California condors near the Central coast.
  • Leading a 2-year study funded by the California Energy Commission to examine detection methodologies for bats and nocturnal migrating birds. 

Judd has a Ph.D. in Wildland Resource Science (wildlife ecology) from the University of California, Berkeley, an M.S. in zoology from Arizona State University and a B.S. in zoology from Montana State University.
