H. T. Harvey & Associates worked on the development of the biological impact and mitigation section of the EIR for the 420-MW Panoche Valley Solar Farm, which is located in an area designated as an Important Bird Area of global significance. An innovative approach was required to address the impacts in an area identified in a USFWS recovery plan. Through a review of relevant literature, the results of database searches, and the findings of site surveys, H. T. Harvey & Associates ecologists, together with an ecological consulting firm, determined which special-status species were known to occur, or could potentially occur, on the project site. Our ecologists were responsible for providing independent peer review of the ecological consulting firm’s analysis. Our report summarized all the environmental impacts, significance determinations, and mitigation measures related to biological resources. The project EIR won an Outstanding Environmental Analysis Document award from the Association of Environmental Planners.
